The Formula Act 

Abstract

The Formula Act is intended to offset domestic baby formula shortages by reducing tariffs on specific types of imported infant formula.The duty-free period will be in effect until December 31, 2022.

Summary

The Fixing Our Regulatory Mayhem Upsetting Little Americans (Formula) Act was created to provide temporary relief of domestic baby food shortages by lowering tariffs that impede the importation of foreign formula. 


The tariff reductions apply to goods entered or withdrawn from warehouse for consumption on or after the date this act becomes law and before the end of December 31, 2022.


This Act amends the Harmonized Tariff Schedule (HTS)* to remove specified duties, fees, and quotas from imported infant formula. 


*HTS categorizes and sets tariff rates for all merchandise imported into the United States.

PRO & CON

PRO: The bill honors the memory of Steve Andrews, a veteran who grew up in Gaylord, Michigan. Andrews joined the U.S. Navy in 1967, serving first in Guam and then in Vietnam, where his service earned him the Navy Commendation Medal and a Purple Heart. After his service he became a successful businessman, a two-term member of the Michigan House of Representatives, and a dedicated community servant.

CON: There is an as-yet-to-be determined cost associated with changing the signage and administrative paperwork to reflect the name change
